1.0 INTRODUCTION

After a very interactive and invigorating informal session which lasted for two hours, the Central Committee meeting officially began at 10:30 pm with an opening prayer which was said by Franklin Alale, the local NUGS Secretary of UEW-K. The National NUGS Secretary, Hon. Iddi Muhayu-deen was then called upon by the president to introduce the standing orders and interventional signs for the conduct of the meeting in pursuance to Article   of the NUGS constitution.

 2.0 WELCOME ADDRESS

Her Evelyn Mutinta who is the local NUGS president of the host institution, KNUST gave the welcome address which is in tandem with conventions. She used the opportunity to on behalf of her outfit as well as the SRC Secretariat of KNUST thank the National Executives of NUGS for granting her institution the right to host the first CC for the 2014/15 NUGS year. She also did not mince words in touting the credentials of the university as far as its contribution to NUGS is concerned. Finally, she welcome all delegates and observers to KNUST for the CC meeting and wish them a successful a successful deliberation.

 3.0 SECRETARIAT REPORT

As provided for in the NUGS constitution, the chairperson for the occasion His Excellency the NUGS President invited the Coordinating Secretary of the union, Mr. Paul Worlanyo to deliver the Secretarial Report which he did with tact and excellence to the admiration of all and sundry. The Report as presented by the CS captured wide range of areas of concern to the secretariat in the period under review which included matters arising from the 2015 NUGS handing which came off on October 19, 2014 at the Accra International Conference Centre and was graced by Hon. Okudjeto Ablakwa, the deputy Education Minister (tertiary division) as well as the CEO of the Student Loan Trust Fund, Mrs. Shilla Boamah among other dignitaries.  The CS furnished CC members with records of some official engagements the union leaders have had with some recognized stakeholder institutions including the GES, Student Loan Trust Fund, Ministry of Employment and Labour Relations, GETfund, the trade union congress etc regarding matters of concern to the student front.

He also acknowledged receipt of the union’s pick-up from the previous administration as well as keys to the five-room office building; which is the National Secretariat of the union located at the Accra City Campus of UG. The CS nonetheless bemoaned the ‘sorry state’ of both the pickup and the offices which needed a major maintenance and significant refurbishment in the case of the former and latter respectively. He also lamented about the precarious financial state of the union largely due to the failure of member institutions to honour their financial obligations to the union; a development that has compelled the national officers to pre-finance almost every project the union embarks upon. He added that only one institution had honoured its financial commitment at the time.

Under programmes and projects, the CS told the house that National Secretariat successfully organized a health screening for all officers and executives from the various blocs under NUGS which came off at UG-ACC as part of their maiden official engagement. He added that the National officers of the union had honoured countless invitations to programmes by recognized groups in society as well as member institutions. Mr. Paul Worlanyo concluded by touching on some of the press statements/releases issued by the union as well as the various courtesy calls embarked upon by the Secretariat.    

 3.1 DELIBERATIONS ON THE SECRETARIAL REPORT

A concern was raised about the state of the ‘NUGS Souvenirs’ by one Franklin Alale who did not understand why member institutions had still not received their souvenirs from the secretariat even though they had made the necessary financial commitments. He was however informed by the Chair that his concern would be addressed under OTHER MATTERS as provided for in the agenda where the executives were scheduled to update members in respect of that matter.
In his contribution to the deliberations on the secretarial report, the SRC President of the University for Professional Studies, Accra (UPSA), His Excellency Chris did not mince words in criticising ‘defaulting member institutions’ in respect of the payment of NUGS dues and other financial obligations to the union. He wondered how people expect the secretarial to function properly as expected if member institutions are not honouring their financial commitments especially in the area of dues payment. Chris concluded by charging on all SRCs and Local NUGS secretariat to take this matter seriously and accordingly do the right thing in the interest of the union

After a number of deliberations, Hon. Wina who is the PRO of the University of Education, Winneba campus moved for the acceptance of the secretariat report which was seconded by Hon. Alale  

 4.0 INSTITUTIONAL REPORTS

The Coordinating Secretary, Mr. Paul Worlanyo assisted in this exercise with the leave of the chairperson. He called on all member institutions through their reps (local NUGS or SRC presidents) to present their institutional report. A lot of them took turn to furnish the house with some of the programmes being undertaken by their respective secretariat and well as successes and challenges they’ve chalked. Reports were taken from the following member institutions including; University of Ghana main campus, KNUST, Ghana Baptist university, Christian University, University of Education Winneba, Ghana Institute of Languages, University of Ghana Accra City Campus, University of Education Kumasi Campus, UMAT, University for Development Service Wa Campus, University of Ghana Distance Education, UCOMS Kumasi, University of Cape Coast, UPSA, University of Education Ajumako campus and JAYEE University College.

 5.0 REPORTS FROM VARIOUS BLOCS

All the bloc heads were enjoined by the president to present to CC their bloc reports; which they obliged accordingly. The following matters stood up in some of the bloc reports. TTAG President made a strong case for the reinstatement of teacher trainee allowance as well as their resolve to partnering with NUGS to patronize made in Ghana products. GRASSAG president bemoaned the unwarranted delay in the release of bursaries to graduate students and also pleaded for the inclusion of Sandwich students in the list of beneficiaries. NAHSAG president informed the house that graduates from the nation’s schools of hygiene have not been posted since the year 2011 and pleaded with authorities to come to their aid. During his turn, the GUPS president made a strong case for special attention to be paid to the School of Surveying and Mapping due to their peculiar challenges especially in the area of infrastructure deficit.

Hon Akwasi Agyemang who is the representative of Regional SRCs at NEC pleaded with the house to as a matter of priority; consider the establishment of regional SRCs in the regions that have none in view of the benefits associated with such.  After rigorous deliberations, Joshua Dogbey (SRC President-UG) moved a motion which was seconded by Hon. Evans for the establishment of a committee to oversee the formation of regional NUGS blocs which would ultimately pave way for the establishment of the various regional SRCs. The following people were duly nominated and accordingly sworn-in as the members of the committee. Hon. Akwasi Boakye, Tamakloe Heartwill, Andrews Adjie, Oprah Winstill, and Kusi Lazio.

 6.0 PROPOSED POLICIES AND STRATEGIC PROGRAMMES FOR THE 2014/2015 NUGS YEAR

At this juncture, each member of the house was given copies of the propose programmes and projects of the Prosper-led administration for the NUGS year for their perusal in order to make informed contributions if necessary.

Ø Immediate completion of the NUGS Hour on TV Project
Ø Organization of INSTITUTIONAL TOURS in order to establish rapport with school authorities (senior management) which will add some credibility impetuous to the Union as well as securing their optimal cooperation in our undertakings
Ø Renovation of NUGS National Secretariat and acquisition of an extra means of transport (preferably, a bus) for the Union
Ø Establishment of Regional NUGS blocs across the country as well as Regional SRCs in regions that have none
Ø Initiation of the NUGS hostel project at strategic locations
Ø Monthly organization of press conferences and frequent issuance of press releases as and when the need arises
Ø Revisiting the NUGS AWARDS NIGHT programme and making it an annual ritual that can stand the test of time
Ø Invocation of the spirit of voluntarism among students through the enhancement of the NUGS outreach Programme to make it more effective and sustainable
Ø Working assiduously towards bridging the apparent disconnect between the Union at the National Secretariat and the leadership of the various institutions under NUGS through frequent visitations, decentralisation and demystification of the Union’s activities among other strategies.
Ø Institutionalization of Annual National Leadership Summit which will see in attendance, student leaders across the country as well as some of the nation’s finest mentors and inspirational figures
Ø Establishment of the NUGS Magazine or Newsletter
Ø Rigorously pursuing a visibility campaign via the media as a way of re-establishing the relevance of the Union as the finest Student Movement with an enviable advocacy credentials
Ø NUGS Week Celebration with several fascinating varieties
Ø Continuation of the Independence Day Lecture as well as the NUGS inter-schools jaw-jaw debate
Ø Face of NUGS dubbed ‘THE CHALLENGE’ which will assume different outlook from the maiden edition
Ø Pushing for an amendment to the GETfund Act 2000, Act 581 to do away with the current provision where student representation on the GETfund Board rotates between NUGS and GNUPS
Ø Work assiduously and meticulously towards reconciling the Ghana National Union of Polytechnic Students (GNUPS) with the mother student Union (NUGS)
Ø Adoption of prudent financial and monetary discipline in all our enterprises with due recourse to proper auditing systems to ensure maximum accountability

 6.1 DELIBERATIONS ON THE PROJECTS AND PROGRAMMES

Members were generally contend with the proposed Projects and Programmes and lauded the NUGS executives for such wonderful initiatives. Nonetheless some CC members wanted clarity and sunshine in respect of some of the proposed programmes. For instance, madam Oprah of UPSA (SRC Secretary) beseech the executives to throw more lights on the ‘NUGS Hour on TV’ project. Her Excellency, Mutinta Evelyn and Mr. John Abugre wanted the house to be properly briefed about the state of the NUGS Van and NUGS hostel project respectively. Hon. John Abugre also enquired from the executives to make available further and better particulars in respect of the NUGS hostel project.  In the course of the deliberations, the NUGS executives led by the President took turn to succinctly respond to all the questions and legitimate concerns that were raised to the acclamation of all and sundry.

When called upon to contribute to the discussions, the SRC President of UG – main campus, His Excellency Joshua Dogbey used the occasion to challenge the NUGS executives to focus a little more in ensuring proper working structures and administrative secretariat of the union for the purpose of smooth coordination of its day-to-day enterprises. To him, it was absolutely incongruous and unfathomable to learn that a union like NUGS could not boast of a working structural and administrative setup even though the union was given a number of offices by the Education Ministry in recent past but has since remained the proverbial white elephant. His legitimate concern was well noted by the NUGS executives who promised to arrest the situation and as such ensure maximum utilization of the NUGS offices after giving it a major facelift.  

At this moment, His Excellency Andrew Adjei (SRC President UG City Campus) moved for the acceptance of the proposed programmes and projects of the Prosper Dzitse led administration for the 2014/15 NUGS year which was seconded by President Atibilla Asana (local NUGS President UEW-K)

 7.0 FORMATION AND SWEARING-IN OF COMMITTEES AND BOARDS

In pursuance to the relevant constitutional provisions, the NUGS president His Excellency, Prosper Dzitse mentioned the names of the various standing and ad-hoc committee members that would help in the smooth running of his administration. CC also made a number of nominations to complement the membership of some of the proposed committees. All the ‘appointees’ were then enjoined to step forward for the purpose of the administration of the relevant oaths of office. The following Committees and Boards were formed;

Ø Publicity Committee
Ø Women’ Commission
Ø Editorial Board
Ø Constitution Review Committee
Ø Coordinating Team
Ø Education Desk
Ø Database Committee
Ø NUGS Hostel Committee
Ø International Relations Committee
Ø Project and Programmes Committee

 8.0 PRESENTATION OF BUDGET

The NUGS treasurer who also doubles as the chairperson of the finance committee, Madam Ruby Gyimah was at this juncture called upon by the president to present the budget statement for the 2014/15 NUGS year which contained the budgetary allocations to the various committees and boards. CC members were generally contend with the modest nature of the budget and therefore had very little to say about it. The president nonetheless used the occasion to plead with member institutions to honour their financial obligations to the union on time in order to make it function as properly as expected. His concern was shared by most of the CC members who entreated their colleagues to take a cue from the president’s observation and accordingly do what is expected. Comrade Chris (UPSA SRC President) then moved for the acceptance of the budget statement which was seconded by Madam Catherine (UEW Wocom)

 9.0 ANY OTHER BUSINESS (AOB)

The issue of congress souvenirs featured very prominently under other matter as CC members expressed the strongest of reservations and concerns regarding the failure of the secretariat to give get them the souvenirs even though they had paid for. The president took his time to explain quite succinctly the seemingly intractable difficulties associated with the retrieval of the souvenirs (especially the NUGS cloth) which had been sitting at the port due to the “shoddy nature” of the transaction that ensued between the previous administration and their client, who imported the clothes from faraway China. The president added that the previous administration had also defaulted in honouring their financial commitments to their clients (importer and agent) and concluded that the issue was so mucky and complicated. He was however quick to add that his outfit was doing their possible to get the situation resolved and accordingly cleared from the port.

The house was dumbfounded and got very fumed at this development. Members unanimously challenged the current executives to haul the previous NUGS administration before the necessary bodies so they could account for their infamous actions and inactions in the matter which were generally seen as inimical to the union.  There was also a passionate appeal from the leadership of NUGS for member institutions to pay their dues on time so they could offset the outstanding amount in lieu of this matter in order to retrieve the souvenirs as a temporary measure.

 10.0 CLOSING

After all said and done, Hon. Atiblia Asana moved for the closure of the meeting which saw secondment from Hon. John Abugre. The meeting was symbolically brought to a closure at this moment with a closing prayer which was said by Hon. Tettey Adimeh Evans at exactly 3:30 am.
