Exactly fifteen years ago, having come to terms with the woefully inadequate budgetary support to the educational sector, the Ghana Education Trust Fund was set up under Act 581, (of the Parliament of Ghana). It was quite rightfully named “The Heartbeat of the Students”. This fund was supposed to be a supplementary support to the educational sector. 

In his book, GETFund, A NUGS Presidents’ Account, Dr. Edward Omane Boamah states that “The idea of an Educational Trust Fund was conceived, fertilized, implanted, nourished and hatched by students of Ghana during the turbulent era of the men on horseback, in the 1980’s because, paraphrasing a world bank report in 1985, subsequent governments after Osagyefo Dr. Kwame Nkrumah progressively dwindled their budgetary allocation to the education sector.”

With stiff opposition from the military and later civilian government of the time to the idea, it never materialized until the late 1990’s seemingly fuelled by the “MMOBROWA STRUGGLE demonstration in 1999 and this ideas was again brought forth by the student leaders into the public’s discourse. This with the support of some friendly to the students struggle within government such as Mr. Kwame Peprah, Mr. Totobi Quarkyi and Dr. Mohammed Ibn Chambas, the GETFund was established in Sptember, 2000 with the promulgation of Act 581.  

Per the Getfund Act: 

1. The fund was to be funded through the imposition of an additional tax on all goods and services which attract V.A.T, allocation as may be prescribed by the Parliament and other donations. 

2. The fund was to be entrusted in the hands of Board of Trustees…

It was the expectation of many a Ghanaian student as expressed in the NUGS that finally, “our educational hiccups had gotten the customary white thread to be laid on its scalp.” But contrary to this expectation, the trend of expenditure to follow was nothing either than reckless which has led to the emergence of an even more gloomy picture of our educational prospects as a country; even more pronounced than the early years of the fund. 

The fund which was formed with the primary preoccupation of funding tertiary education (which is the sector capable of training young people with the skills to become productive citizens), has seen it's scope capriciously expanded to almost become the source of funding for Gahanna’s entire educational sector. Arbitrary spending has characterized the administration of the fund and this has seriously militated against the fund and its ability to seriously and meaningfully help support the growth of Ghana’s educational landscape. 

The major pre-occupation of NUGS is advocacy in the educational sector. It therefore baffles every discerning Ghanaian student that the NUGS of recent years, has been conspicuously silent on the many months, running into years of areas which has not been paid to the fund by government. It is worthy of note that the cost of education is rising exponentially, however, governments commitment keeps dwindling. We recall that in 2009 the government withdrew a major part of its subsidy to tertiary education with the excuse of lack of funds. One wonders why a government that has increased taxes time without number at exponential rates, will show such negligence to a sector as important as education. 

As if this is not enough, government for the past two years, has been trying very hard to introduce the payment of utilities to students. The ideas of cost sharing which was mooted by the Busia government, which has gone through many faces, is now rapidly becoming cost shifting unto the Ghanaian student. This is typified in the policies and approaches to funding education by the government of John Dramani Mahama. 

In light of this, I as a concerned Ghanaian Student, seeing myself as a microcosm of the situation and expressing the mind of many millions of Ghanaian students call on all Ghanaians to rise up and give the government the needed pressure to do the right by transferring the accumulated monies to the Getfund. I also call for a review of the effectiveness of Getfund and further streamlining it to make it more effective. 

For a strong GETfund will fuel Ghanaian students on government scholarship especially those abroad whose plight has become a quagmire in resent times, ensure the release of the thesis and bursary grants on time, support educational infrastructure,  and to a large extent even benefit private tertiary institutions in Ghana.

It is very imperative that the NUGS leads this charge. The NUGS must rise from the ill motivated comma that it has slumbered into and act. 

The millions of Ghanaian students who suffer the brunt of such negligence are waiting on them.

End ‘ritual’ strikes in education sector now – USAG tells gov’t


The University Student Association of Ghana (USAG) is asking government to solve once and for all, challenges with the book and research allowances for university teachers.

UTAG suspends strike
They expressed great displeasure at the manner with which government  deals with issues concerning education.
The University Teacher Association of Ghana (UTAG) last week after assurance by government to pay their book and research allowance suspended its strike.

UTAG has threatened to go back on strike should the release of the allowance delay.

In a press release signed by USAG’s President, Henry Nkosuo Boakye, the association advised government to review its provisions made towards education.

“Our teachers heard our humble cry and for that reason are back to the classroom. On that note we want to say Ayekoo to our gallant University Teachers for listening to the cry of University Students and coming to lecture us. Meanwhile we bemoan the government for the sluggish way in solving the issues with our lecturers once and for all so that this annual ritual of strikes will be a thing of the past,” he added.

“We want to unequivocally state that we are unhappy whenever the government is not quick to solving issues that will give Ghanaian students quality education as promised and advice that an urgent review be done towards the provision of quality education which seem to have become only a mantra without action.”

ߒⰟҧBOYE SPEAKS EXCERPTS FROM THE DELIVERY TO PROFESSIONAL STUDENTS AT THE GUPS CONGRESS 2015ߒ簟Ң

The professional student is the hope of Ghana's employment revolution; primarily so because, all professional students graduate with at least one strong skill needed by industry. Whiles others complain of matching class room work with what is done on the job market, professionals can boast of regular lectures by industry players making us distinct from all other students. 

By professional student, we do not only refer to GUPS institutions but students learning a particular subject that has a direct benefit to the core operations of an entity  in the job market such as, Marketing,  Accounting, Banking & Finance, Geological engineering, laboratory technician, carpentry, masonry, Teaching, nursing, pharmacy, herbal medicine, etc.

Today we will consider "The Professional student on the job market; challenges and solutions." And I will look at 11 basic challenges faced by professional students on the job market and profess solutions to them.

 To begin with, the canker of unemployment requires that Entrepreneurship must be a free elective for all professional students to survive the job market. An accountant could go to the Makola market, set up a small desk and prepare accounts for the market women. Teach them how important it is to do book keeping, Introduce yourself to nearby banks and from then bankers will look at their financial statement before giving them loans. If u have  20 clients from the market and each pays you GHS 50 per month u will go home with a Ghc1,000 which is better than being unemployed.

Again, Credit availability is a challenge to many professionals in starting their own business, in this regard, I BOYE WILLIAMS recommend to professionals to raise money without bank loans eg.  Borrow from family and friends with no interest and to me that is the best financing arrangement for starters.

Also, to build a versatile personality with capacity to withstand the shocks in employment, the professional student must possess the Relevant Job experience, quality communication skills, master the art of public speaking, know how to utilise modern technology in the discharge of duties, be able to withstand criticism,  and be someone who understands the rudiments of research to make the best out of situations.

Finally, since this is only an excerpt of my lecture, i recommend that professional students build a solid social and professional network of friends because a major challenge in the modern job market is networking and having the requisite connections with other businesses whose operations are relevant to your current job,  you therefore need to build a solid network with friends in Banks, DVLA, Police,  Hospital, Market,  Computer Dealers, Mechanics,  plumbers, etc; whose expertise may be needed from time to time to speed up the pace of work.

In conclusion, the Professional student is cardinal to the RESTORATION of confidence in the economy and the provision of jobs for other colleagues,  we therefore have to be very disciplined in all things because if we get all the keys right but without discipline,  we can only be sure of a crash. But with discipline, we shall overcome.

ON THE OCCASION OF INTERNATIONAL YOUTH DAY, WE NEED OUR NATIONAL YOUTH AUTHORITY (NYA) BOARD

Good evening sir, actually this letter should have come a bit earlier but I hope you will pardon me. You know the situation now. Yaanom took my light so please forgive me.

Sir, today is 12th August 2015 and as a norm, Ghana joined all the other youth in the world to commemorate this day which marks THE INTERNATIONAL YOUTH DAY 
As a ?youth? president at age 57, you took time out of your busy schedule to interact with the youth of Ghana via Uniq FM which was broadcasted across the length and breadth of the country on all GBC regional FM stations. (GTV didn?t show it though, and yet they want me to pay TV license)
Other ?big? FM stations in the country also broadcasted it and I started listening to you on Citi FM before chaging my dial to your favorite radio station; Radio Gold.(I know you love listening to that station paa so I had to give you that honour today)

Mr. President, you spoke ostensibly about your plans for the youth of this country. I heard you speak about the NYEP which has undergone another naming ceremony to be called GYEEDA and I learnt it has metamorphosed again to become YEA. 
Sir, I hope this name will not change because most Ghanaian youth including you (Boosu Keena) and I (#SayItRight) love the YEA ?ankasa?.

You also talked about the Youth Enterprise Support (YES) Fund. 
But Sir, there is something you didn?t talk about and that is actually the reason why I am writing this letter to you. It?s about the re-constitution of the NATIONAL YOUTH AUTHORITY BOARD. 
Mr. President, I don?t blame you for not tackling that issue. I blame the host who because he is oblivious of this didn?t ask you about it. Sir, it?s the reason why I am writing this letter to you to draw your attention to it.


Mr. President, as you know, The National Youth Authority (NYA) which was established in 1974 by NRDC 241 is thus the Statutory Public Organization with the mandate to ensure the empowerment of the Ghanaian youth and it is under the Ministry for Youth & Sports.
Its main vision sir as you know (and I do not seek to school you on it) is to become a unique public sector youth development service delivery organization, responsive to the empowerment needs of the Ghanaian youth and ensuring their access to national development investment opportunities. 

Sir,  According to the National Youth Authority Act (241)1974 (NCDR), there is supposed to be a national youth board for which ?the Chairman, deputy Chairman, and other trustees other than the national coordinator shall be appointed in accordance with article 70 of the constitution" and for which their tenure shall be co-terminous with that of the President.

Sir, the last Board was dissolved after the 2012 election and a new one was to be formed which is yet to be formed after almost your three years in power. Indeed National Union Of Ghana Students is supposed to have a rep on the board, so we met to elect a young man named P. D. Otchil, a student of the University of Ghana, Accra City Campus, yet nothing has been done about it since you took over as president in January, 2013.

A fortnight ago sir, I raised this issue on the Joy FM Super Morning Show and the host of the show Nhyira Addo couldn?t help but to agree with me and even the more.

Sir, as we speak, because there is no board to check the activities of the NYA, the coordinator Mr. Ras Mubarak has become a 'god' of himself doing whatever he likes at the authority. 
As my respected president, I don't want the National Youth Policy you inaugurated at Elmina when you were Vice President (before God in his own wisdom made you premature president) to go waste. 

Sir, the last Board was dissolved after the 2012 election and a new one was to be formed which is yet to be formed after almost your three years in power. Indeed National Union Of Ghana Students is supposed to have a rep on the board, so we met to elect a young man named P. D. Orchill, a student of the University of Ghana, yet nothing has been done about it since you took over as president in January, 2013.

STATEMENT BY NUGS, PUSAG, & GNUPS ON THE INTERNATIONAL YOUTH DAY ON WEDNESDAY 12TH AUGUST, 2015

The progress, and well being of the universe depends largely on two things, namely: able brains and able bodies. We the youth of Ghana, bless God to be endowed with able bodies and able brains, and  on this day, we are glad to join the youth of Africa and the world to celebrate the International Youth day.

This year the celebration is under the  theme Youth Civic Engagement, a main goal of the United Nations System-Wide Action Plan on Youth (Youth-SWAP), which according to the United Nations, seek to promote young people’s effective inclusion in civic engagements at all levels. The  Department of Economic and Social Affairs (DESA) of the UN posits that there has been recent increasing attention and policy and programming focus on youth civic engagement by governments, UN entities, regional and multilateral organizations, CSOs, youth and researchers.

In light of this we the students of Ghana praise the National Youth Authority for the establishment of the National Youth Policy Implementation Oversight Committee (NYPIOC), it is our hope that the committee will not become a white elephant but will work to better the lots of the youth of mother Ghana.

Also,  we implore the Minister for Youth and Sports to kindly focus on the needs of young people in the country instead of the over concentration on Sports to the painful neglect of the Youth of Ghana.

Finally, we urge all the youth of Ghana to ensure that we contribute our quota to national development by performing our civic responsibilities as we urge government and other stakeholders to involve the youth in setting,  planning,  and executing the National development agenda.

PRESS RELEASE BY THE GRADUATE STUDENTS’ ASSOCIATION OF GHANA (GRASAG) AT ITS 21 ST ANNUAL DELEGATES CONGRESS ON THE PAYMENT OF THESIS AND BURSARY GRANT FOR THE 2014/15 ACADEMIC YEAR


The Graduate Students Association of Ghana at its 21st Annual Delegates Congress held at University of Mines and Technology, Tarkwa expressed dissatisfaction and frustration at the unwillingness of government to pay thesis and bursary grant due post graduate students for the 2014/15 academic year.
This frustration and dissatisfaction were expressed as a result of the challenges and hardships students are faced with in their various research endeavours. Over fifty percent (50%) of Graduate Students have been unable to submit their thesis for graduation due to the apparent refusal of government to release funds in that regard. This is the first time bursaries and thesis grants have been delayed this long.

In our opinion, there is a conscious effort by some members of government to delay and deny post graduate students the very-necessary funding for research. We have tried relentlessly since the start of this academic year to get funds released from government for the payment of bursaries but to no avail. Our recent press conference to plead with government has obviously fallen on deaf ears. These and many more reasons have informed our chosen course of action.
We are hereby calling on government to release funds for the payment of bursaries and thesis grants for the 2014/15 academic year in the next two weeks.
To all post graduate students of Ghana and well-meaning Ghanaians, please be informed that plans are being put in place for a massive protest if there is no clear timeline for the payment of the thesis and bursary grants by two (2) weeks starting from today Monday the 10 th of August, 2015.

We call on the various stakeholders in the post graduate education delivery such as Ministry of Education, The National Council for Tertiary Education(NCTE), Vice Chancellors Ghana(VCG), University Teachers Association of Ghana (UTAG) to add their voice to our call on government to immediately release the funds allocated for the purposes of p//aying bursary and research grant.

Also, Congress has instructed all member institutions not to accept or tolerate any government functionaries on official duties on their respective campuses if we do not hear from government within the said period.

NUGS APPEALS TO UTAG TO CALL OFF THEIR STRIKE AND CHARGES ON GOVERNMENT TO BE PROACTIVE.

For Immediate Release.


The National Union of Ghana Students (NUGS) has noted with shock and bemusement, the recent declaration of strike action by members of the University Teachers Association of Ghana (UTAG) over the non-payment of their book and research allowance and accordingly wishes to humbly call for a reversal of that decision like many have done. 

It would be recalled that sometime last year, UTAG embarked on strike action over concerns regarding this same book and research allowance which lasted for about two months and disrupted the calendar of schools. This compelled government to heed to their demands and eventually a roadmap was reached between the two parties on the matter. However, developments now suggest that government has failed to honour its commitment to UTAG as agreed last year, which has now compelled them to go on strike again. 

The Union is particularly concerned about the timing of the strike due to its pernicious ramifications on the students at the various public universities and the possible disruption of the academic calendar. This is because, these institutions as we speak, are expected to resume from the long vacation effective next week and counting. Why would the lecturers declare strike at this crucial period knowing very well that serious academic works at the nation's universities are expected to gather momentum in earnest? 

That aside, NUGS also begrudges government for its failure to effectively handle labour disputes in the country with the necessary tact and meticulousness leading to the proclamation of several strike actions and labour unrests which now appear to have overwhelmed the entire  nation. It is no more newsworthy to hear of one strike action or another almost on daily basis. This is certainly worrying and we think government can do better to arrest the situation. 

In the light of this and the specific case of the UTAG strike, NUGS is calling on the government as well as the leadership of UTAG and indeed all the relevant stakeholders to as a matter of urgency, constructively engage each other with the view to finding amicable resolution to the impasse. 

We wish to conclude by reiterating our passionate appeal to the lecturers to call off their strike in the interest of the ordinary students while the necessary engagements and negotiations are underway. NUGS also appeals to the  government to be very professional and proactive in meeting the legitimate demands of the lecturers and by extension, the nation's workforce.

Education is and must remain a RIGHT and not a PRIVILEGE. That is all we ask for as students of this country so we can get educated in our country.

Mr. Chairman, Outgone Executives, Fellow Executives and comrades in the Students’ struggle, all protocols duly observed.
This day reckons as an important day, filled with mixed feelings; joy and a heavy heart. My heart exudes with joy because, we as University Students of Ghana (USAG) have come a long way to celebrate this day. The turmoil we went through, the crooked paths and the monstrous mountains of challenges have all “plained” before us.

Our belief in the intrinsic value and power of mankind has played out. We have become successful with our supreme role of protecting and promoting the welfare of students and as such, the achievement needs to be jealously guaranteed.

A heavy heart, I have because the tasks ahead get more challenging as the years go by.
We are plaqued with an insensitive cut on subsidies on electricity for university students by government, hence, increasing the financial burden on us.

The incessant power outages which have now become a routine phenomenon and christened “dumsor” has undoubtedly had a huge toll on all students in Ghana, regardless of stage or level.
 We want to send a clear message out to the government that we are tired of DUMSOR. University students need electricity for studies. University students need to study to attain the heights that our government officials have attained. Government should sit up.
Universities are re-opening latest by the end of the month. Students are wandering in hopelessness and despair of what beholds for them.

As if the dumsor is not enough, University lecturers are compounding our woes. The government has shown no positive actions to give hope to the thousands of University Students, who are looking to start the academic year with vigour.

As we entreat university lectures to return to the classrooms in anticipation of a positive response from government, we pray the government to fulfil all obligations now and in the future, to forestall future occurrences for smooth academic sessions of students.

We as the executive body of USAG stand in solemn unity and oneness.
We pledge to do who we have sworn to and do more. The arch of education is bent towards good leadership. The flame of excellence in leadership burns uncontrollably in our hearts. We will make sure, our leadership becomes the envy of our generation. USAG Nkosuo Nti, nye meti 

A MESSAGE OF GRATITUDE FROM RAYMOND AYILU-NATIONAL GRASAG PRESIDENT

I Raymond K. Ayilu wish to express my sincere gratitude and appreciation to all and sundry in the student movement especially the discerning delegates of the just ended GRASAG congress held at UMaT, Tarkwa for overwhelmingly endorsing my candidature as the National President of the Graduate Students Association of Ghana.

My colleagues (the new GRASAG executives) and I are not oblivious of the enormity of the task that rests on our shoulders in ensuring that we meet the several expectations and demands of graduate students in the country especially, concerns regarding our bursaries; which I shall pursue with all vigour and alacrity.
